Are you taking care of an aging or disabled family member in Arizona? The state has a Non-Medical HCBS program that provides support services to help your loved one remain in their home. The Arizona NMHCBS program provides long-term support services for residents to avoid unnecessary institutionalization. Objectives of Arizona NMHCBS

The Non-Medical HCBS program supports and assists your loved one at home, significantly relieving your caregiver job. The main objectives of Arizona's NMHCBS are:

  • Keep individuals out of nursing homes or hospitals when possible 
  • Support independent living in a home and community setting
  • Provide caregiver relief and support
  • Offer cost-effective long-term care options

Services provided by Arizona NMHCBS

The program offers a wide range of non-medical services and supports, which are tailored to meet the needs of your loved one. They receive care and aid with daily living, allowing them to remain in their residence. The program covers several primary services: 

  1. Attendant care: help with dressing, bathing, meals, medication reminders
  2. Homemaker services: housekeeping, laundry, shopping 
  3. Respite care: temporary relief for primary caregivers  
  4. Adult day health services: social and health activities
  5. Home health aide: assistance with exercises, self-care
  6. Personal care: help with daily living activities
  7. Home-delivered meals 
  8. Emergency alert response services

Eligiblility for Arizona NMHCBS? 

Arizona residents over 65 or disabled adults over 18 may qualify for NMHCBS support. Applicants must be eligible for assistance with at least three daily activities (bathing, dressing, eating, etc.). Participants cannot receive Arizona NMHCBS and Arizona Medicaid concurrently. 

Age and residency:

  • Arizona resident 
  • 65+ years or disabled adult 18+

Health/disability requirements:  

  • Need help with 3+ daily living activities
  • Require nursing home-level care
  • Get doctor certification of needs

How family caregivers get paid with Arizona NMHCBS

For eligible recipients, NMHCBS services are free through Medicaid waiver funding. This includes in-home caregiver assistance. Family member caregivers can be paid for care through the Medicaid Consumer Directed Option. The recipient selects the family caregiver, who must complete training and pass background checks before getting paid hourly to care for their relative.

How to apply to Arizona NMHCBS

Access to NMHCBS supportive resources starts with applying the Arizona Health Care Cost Containment System (AHCCCS). Here are the five steps:  

  1. Contact the local Area Agency on Aging to request an application
  2. Complete application forms and gather medical records
  3. Get the physician to fill out the medical assessment portion 
  4. Submit application and documents to the local Area Agency on Aging
  5. The agency will assess eligibility and level of care needs

  • Birth certificate  
  • AZ residency proof
  • Financial records
  • Medical records
  • Physician assessments

Completed applications should be submitted to the local Area Agency on Aging office. Addresses can be found on the AHCCCS website.
